Preface

Like any other universities in Afghanistan, Takhar University has passed various difficult and critical situations on its academic and educational programs, such as the losses left by three decades of war which every section in this university was affected. Despite that Takhar University did its responsibility and job as accurate as possible with few academic members, although it had lacked good facilities too.

Now this is good news that the Ministry of Higher Education wants to strengthen the quality of teaching at the universities and higher education institutes in Afghanistan as well as directing them to a higher and better standard levels. So Afghanistan MOH has planned 5 years national strategic plan for the universities to arrange their fundamentals, academic and learning plans according to the strategic plans. 

Therefore Takhar University’s strategic plan was prepared based on analysis of the challenges, success and needs to develop the capacity building, prepare learning, teaching, researching opportunities. It has experienced and professional members who can present something valuable for the young generation of Afghanistan.

 

Background and current circumstances of Takhar University

Takhar University was established in Peshawar-Pakistan by the name Abdullah Abny Massoud and it was transfered to Toloqan city in 1373. By the year 1374 it was registered in the Ministry of Higher Education and in the same year it started its academic activities, establishing two faculties (law and agriculture).

As any other universities in Afghanistan Takhar University was closed for students the during Taliban era. Takhar University restarted its activities containing four faculties (law, literature, agriculture and education) after the establishment of Temporary government in Afghanistan in 1381. It was transfered to its new building which is located in Wortabuz (an erea 5KMs west of Toloqan City) in the month of Hoot - 1378. By the begaining of 1388 it started its academic and administrative activities in two buildings (law faculties administrative and teaching buildings) and engineering faculty which was planned in the framework of this university was activated in early 1389. Currently Takhar university has got five faculties and thirteen departments. And they are:

1.      Islamic Law faculty which contains departments: lslamic laws, Islamic trainings and Islamic culture.

2.      Agriculture faculty which contains departments: agronomy, economy and livestock.

3.      Education faculty which contains departments: history and geography, mathematics and physic, chemistry and biology and Dari literature.

4.      Language and literature faculty which contains departments:  English, Dari, Pashto and Uzbeki.

5.       Engineering faculty has just one department, civil.

Currently 2000 students are studying in Takhar University in 1390 and 50% of these students have  been accommodated or paid instead.

Takhar University has 67 professors, among these 59 of them are male and 8 are female and they are graded as follow:

•          PHD degree - two proffessors

•          Master's degree - ten professors

•          Studying for master's degree: nine professors

•          Bachelor's degree: 46 frofessors

 

  In fundamental section:-  Takhar University has one administrative building and one educational building for Islamic law faculty. They have been built by development budget of the ministry of higher education. Two other buildings have been built through financial support of development team of Germany for agriculture and engineering faculties.

Education and literature faculties have more than 500 students each, and economy faculty which was recently approved by the Ministry of Higher Education doesn't have any building. Students from these faculties continue their lessons in the buildings of other faculties in the afternoo

 

Role of the committee

The committee has been assigned by the academic council of the university. This committee prepared  strategic plan by getting feedbacks of the teachers, students, local Governmental departments, provincial council and other council through holding several meetings that the chairman was Takhar University director.

Takhar University Supporting Council has attempted to get the provincial budget of anti- narcotic programs and fortunately they achieved their goal and the budget was given to Takhar University. Two hostels will be constructed with a dining hall by the budged for Takhar University students. It shows that Takhar people pay their high attention for Takhar University.

Mission

Providing educational, teaching and researching environment and graduating experts to modernize and develop the communities are responsibilities of this university.

Current situations of the university: Takhar University has always been supported by people, elders, local officials and afghan and foreign organizations. Also, this province has more candidates for conquer examination compared to most of the provinces in Afghanistan. In 1390(2011) more 5000 people attended conquer exam and more than 50% percent of them were accepted in universities and higher education institutes and more than 70% of the students in Takhar university are from this province.

Strengths:

•          Good security

•          Wide areas of land (over 1800 Grib land) with excellent master plan

•          Having academic cadres and students

•          Assessments of the local government and local council

Challenges:

•          Lack of sufficient budgets

•          Lack of appropriate personnel

•          Lack of constant electricity to use technology.

•          Lack of laboratory

•          Lack of a proper internet club

•          Lack of an equipped library

•          Lack of proper transportation facilities for teachers and other staff

•          Shortage of scholarships, workshops and seminars for strengthening skills

•          Lack of enough classrooms

Opportunities:

•          Getting foreign and afghan assistance by holding good relationships

•          Building agriculture and engineering faculties and asphalting Takhar University road through financial supports of foreign ministry of Germany

•          Conducting (SHEP) program which is supported by World Bank.

•          Getting HEP (Higher Education Program) assistances and establishing PDC in education faculty financially supported by USAID.

•          Getting supports from Takhar University Assisting Council.

•          Providing short and long term scholarships for lecturers with the aids from Ministry of Higher Education, World Bank and HEP project.

•          Planting trees to have better environment and making green the university campus. 

 

Weaknesses:

•          Shortage of professors with master and PHD degrees.

•          Lack of professors with high academic degree to guide young professors.

•          Lack of academic magazine to publicize teacher’s articles in order to rise their academic degrees.

•          Lack of coordination or contact to the universities inside country or outside countr

 

Goals of this strategic plan:

1.      Professors capacity building

2.      Increasing the number of faculties in the university.

3.      Increasing the number of students in the university.

4.      Building new buildings for those faculties which will be established within coming four years.

5.      Providing professors with new houses.

6.      Creating equipped library in the university.

7.      Establishing IT department in Takhar University.

8.      Building new sport stadium.

9.      Establishing a research centre within University.

10.  Building breaking parks to get better environment.

11.  Establishing kindergarten to solve female lecturers' and students' problems.

12.  Establishing a cafeteria to lunch the lecturers and students.

13.  Exchanging classic system of teaching to credit one.

14.   Organizing a data base system,

15.  Providing academic researching in learning and education.

 

To achieving the above goals Takhar University has the following plans for four coming years:

  

1.       Establishing new faculties and departments:

Takhar University tries to establish the following faculties and departments during four coming years.

____ Computer science, pedagogy, psychology and management departments in education faculty.

____ Agricultures and livestock departments in agriculture faculty.

____ Electricity and geology departments in engineering faculty.

____ Journalism department in literature faculty.

____ Law faculty with two departments, laws and political sciences.

____ Economy faculty with two departments, banking and financial affaires and national economy.

   

2.       Developing professional capacity for professors and other personnel:

Currently 83% of professors in Takhar University have bachelor's degrees 14% master degrees and 3% have their PHD degrees.

Through support from International Bank (SHEP2) and Afghan government Takhar University has planned to increase  the number of master professors to 50% and professors with PHD degree to 10%. It has also planned to start English, computer and management courses to add to the personnels' skills.

3.         Infrastructures including facilities and teaching equipments:-

According to complex map of Takhar University 48 buildings should be build in Takhar university campus,  from those 48 buildings, only four buildings were build, those are:Islamic law faculty building, administrative building of the university, agriculture building and engineering building.The first two buildings were build  by development budget of the Ministry of Higher Education and agriculture and engineering faculties  buildings were built by financial support of Germans.

The administration of Takhar University has planned to construct the following buildings which are considered the priority, during four coming years.

__ Building four blocks with a dining hall for dormitory of male students which have the capacity for 1600 students.

__ Building one building for female dormitory which will accommodate 400 students.

__  Constructing new building for education faculty which has four departments and more than (750) students from these faculties are currently studying in agriculture and law faculties buildings in the afternoon.

__ Building a new building for literature faculty which has four departments with 400 students but doesn’t have a building for them.

__ Constructing a new building for library of Takhar University: currently  Takhar university  has a  library with (13000) books in a classroom therefore the students can't use the books easily. The need for a library which could solve every problems of professors and students is considered a necessary need by Takhar University administration therefore they have planned to build a new building for its library.

__ Constructing a new building for economy faculty: economy faculty which has been approved for Takhar university recently and will start its first year classes in 1392, but doesn't have an educational building.

__ Constructing building for law faculty: law faculty was also approved as a new faculty for Takhar university and will begin its first class in 1392, but it doesn't have any educational building.

__  Building surrounding walls of the University: currently Takhar university is surrounded from two sides (1500m) with metal fences. And is not surrounded from two other sides (south and west) because the land is being usurped by irresponsible gunmen and warlords. Preventing them from getting more lands it must be surrounded from all sides.

__ Asphalting the roads in Takhar University: all roads inside the university are not asphalted and in rainy days they become muddy and students face problems moving from one building to others. We try to persuade donors such as PRT to asphalt the roads inside of the university.

__ There is a parking area inside Takhar university which is not asphalted. Takhar university attempts to build a new garage which will be capable of garaging more vehicles through financial supports of the Ministry of Higher Education or local donors.

__  According to the complex of Takhar university part of the university land is given for housing professors and other personals of this university. Due to president's order Takhar university administration has planned to distribute land for this university's professors and personals. In order to achieve this plan Takhar university administration needs governor and municipality departments assistance .

__ Building an athletic stadium for students and professors of Takhar University.

__ buiding an equipped cafeteria for lecturers and students.

 

 

 

Secondary programs:

__ Establishing  and equipping PDC through supports by HEP in education faculty.

__ Engineering faculty which has been built by financial support of Germany must have four rooms for laboratory, electricity and geology should be equipped.

__ Agriculture faculty's building has also four rooms for laboratory and this laboratory  should be activated and equipped for soil science and biology.

 

4.         Saving environment

__ Environment in Afghanistan is polluted due to climatically affects, law ignorance and misusage of public resources.

Polluting water, soil and air are considered a big threat for human's health. If the government, people, and organization don’t take any action against pollution we would probably experience a sever disaster in the near future.

One way to decrease pollution is planting trees and saving and expanding forests which make our areas green and lovely. It will filter the air, absorb gases and dusts, save wild life, sustain the climate and would have more economical and living advantages for human.

Therefore Takhar University has four years plan to plant trees inside the university campus which most of it's part is dry land and without water and grass now. It also planned to dig a water channel ,plant trees,water trees, build new parks inside the university to make the university area a green place. Takhar university administration hopes that Takhar Agriculture Department and foreign organizations (AKF, Mercy Corps,GIZ), students and professors will help them in this program.

Anticipated consequences

•          Number of professors with master and PHD degrees will increase.

•          All professors and personnel will be able to use information technology and it will help them to find academic sources to provide educational materials.

•          Students and teachers will have access to research and teaching materials until the end of the course.

•          Every faculty will have its own building for teaching.

•          There will be build an equipped and reliable  library to solve all problems of the teachers and students.

•          Takhar University campus will be green, well designed and will have an athletic ground.

•          Students in private buildings will find chance to stay in Governmental dormitory.

•          There will be a great change in Takhar University.

•          All faculties in this university will be changed from classic system of teaching to credit System.      

•          All Takhar University professors and personnel will be provided with houses.

•          Establishing relationship with one of the universities in the rejoin.

•          Improving teaching qualities in international standard.

•          Creating and supporting self evaluation to get a high educational standard.

•          Having broadcasts, broadcasting equipment to develop and improve lecturers' and students' academic and cultural abilities.

•          Data base system, to register lecturers and students.
